Three services, and on the lower Columbia the answer usually turns on one question: is the gutter blocked, or is it simply carrying more water than it was built for?
Run a hose into the top of a downspout for half a minute. Backs up - you want cleaning, and here that means twice a year at minimum. Under Douglas fir and cedar the needles are fine enough to pass any coarse screen and dense enough to mat, and this valley takes around 46 inches of rain a year with most of it between October and March. The autumn clearing is not optional.
Runs clean and it still overflows in a real downpour - nothing is broken. That is capacity, and the fix is another downspout rather than a repair. Genuine repair here is usually a run that has carried standing water long enough to sag and pull its fasteners, or seams opened by the freeze-thaw we get on the cold clear nights between fronts.
Guards are the service we qualify hardest. Fir and cedar needle is the most difficult debris there is for any guard - fine enough to thread through a screen, then impossible to reach. Under conifer the only product worth fitting is micro-mesh, and anything cheaper makes the problem worse rather than better. We will say so before quoting.
